Bali's 2027 Minimum Wage to Increase by Rp5.2 Million? Governor Koster Finally Speaks Out!

Bali's 2027 Minimum Wage to Increase by Rp5.2 Million? Governor Koster Finally Speaks Out!

pandaraprima.com - As the minimum wage is set, tensions on the Island of the Gods have suddenly escalated. Bali Governor Wayan Koster personally met with protesters representing students and labor unions. This interactive meeting provided a platform for expressing concerns about the 2027 Bali Provincial Minimum Wage (UMP), which he deems far from adequate.

The peaceful demonstration had one main mission: to demand that the regional government determine the 2027 UMP based on the Decent Living Needs (KHL), not just a rigid formula calculation that would empty pockets amidst the high cost of living on the Island of a Thousand Temples.

Workers' Demands vs. PP 51/2023 Formula Simulation

During the meeting, union representatives presented concrete data on the cost of living in Bali. The workers proposed a minimum wage (KHL) of around IDR 5.2 million per month for Bali. This figure is considered very reasonable considering the soaring prices of basic necessities, housing, and daily necessities in international tourist destinations.

However, when compared with the central government's official calculations through Government Regulation (PP) No. 51 of 2023, the results were quite lopsided. Governor Koster, a Mathematics graduate from Bandung Institute of Technology (ITB), presented a live simulation of the calculations to the protesters:

  • Calculation Basis: Using the 2026 Bali UMP reference.
  • Maximum Alpha Usage: Using the highest alpha value of 0.9.
  • Estimation Results: The 2027 Bali UMP is projected to reach only IDR 3,450,000 (an increase of around 7.6 percent).
  • Points Difference: There is a fairly wide gap of Rp. 1.75 million between the results of the regulatory simulation and the workers' KHL demands.

Koster acknowledged that the Rp3.45 million figure is still barely enough to meet the Balinese lifestyle and KHL standards. Despite this, the local government faces a significant dilemma: maintaining a balance between worker welfare and business continuity.

The Government's Dilemma: Maintaining the Balance between Industry and Law

The Bali Provincial Government emphasized that wage determination cannot be done haphazardly without considering the risk of a domino effect on the local economy. If the demand for Rp 5.2 million is suddenly imposed as the absolute minimum wage, it is feared that many companies, especially small and medium-sized companies, will go out of business due to their inability to bear the burden of production.

In addition to business sustainability, legality and legal certainty are key concerns for the Governor. Regulatory adjustments must have a solid legal framework to ensure that issued policies do not trigger future legal issues.

"I'm brave, of course I'm brave, but it has to be based on facts. Don't let me be brave and then get into legal trouble," Koster emphasized before the protesters.

Provincial Government Move: Brida Bali Intervenes and Sectoral Options

Realizing that this debate wouldn't be resolved simply by arguing on the ground, the Bali Provincial Government immediately stepped up its efforts to find a solution that would benefit no party. To prevent the situation from escalating and allow everyone to breathe a sigh of relief, the Bali Provincial Government refused to simply sit idly by or make empty promises without concrete action.

Swift and measured steps must be taken to ensure Bali's economy continues to turn rapidly without sacrificing anything. To find the best solution (win-win solution), the Bali Provincial Government has taken several concrete steps and prepared technical strategies:

1. Scheme Test by Brida Bali

Assigning the Bali Regional Research and Innovation Agency (Brida) to review and test a comprehensive scheme related to the UMP, Regency/City Minimum Wage (UMK), and Sector Minimum Wage (UMS) in 2027.

2. Special Calculations for the Tourism Sector

Specifically for the tourism sector, regular calculations with an alpha of 0.9 yield a figure of around Rp3.5 million. However, in practice, take home pay tourism workers is much higher due to additional incentives such as service charge and tips.

3. Utilization of Constitutional Court Decision No. 168/2023

The protesters encouraged the use of Constitutional Court Decision Number 168/PUU-XXI/2023 as a new legal basis for determining the KHL-based UMP.

4. Tripartite Coordination

The Bali Provincial Government has asked students and workers to allow time for in-depth discussions with the Wage Council and tripartite elements.
