Badung DPRD Inspects Padel Business in Tibubeneng: Operating Without Complete Permits

Badung, Bali — The Regional House of Representatives (DPRD) of Badung Regency recently conducted a field inspection at Bali Padel Academy, a padel sports facility located on Jalan Babakan Kubu, Tibubeneng Village, North Kuta District. The inspection revealed that the business has been operating since 2023 without holding complete mandatory permits required for commercial activities.

The inspection was led by the Vice Chairman of Commission I of the Badung DPRD, accompanied by members of Commissions II and III, along with representatives from the Public Works and Spatial Planning Agency (PUPR), the Investment and One-Stop Integrated Services Agency (DPMPTSP), the Environmental Agency (DLHK), the Regional Revenue Agency (Bapenda), and the Civil Service Police Unit (Satpol PP).

According to the inspection findings, the padel facility does not yet possess essential permits such as the Building Approval (Persetujuan Bangunan Gedung / PBG), Certificate of Proper Function (Sertifikat Laik Fungsi / SLF), and required environmental documentation. These permits are mandatory for any commercial building operating in Badung Regency.

In addition to incomplete permits, the facility is reportedly located within a Sustainable Food Agricultural Land (LP2B) zone. Based on regional spatial planning regulations, LP2B areas are designated for agricultural use and are not intended for commercial or sports facilities. This zoning issue became one of the main concerns highlighted by the DPRD during the inspection.

Despite the permit shortcomings, DPRD noted that the business has already obtained a Regional Taxpayer Identification Number (NPWPD) and has been paying local taxes since mid-2023. However, DPRD emphasized that tax compliance does not replace the obligation to secure proper building and zoning permits.

As a follow-up, the Badung DPRD has granted the business operator until 24 December 2025 to complete all required permits in accordance with prevailing regulations. Failure to comply within the given timeframe may result in a recommendation for temporary suspension of operations until legal requirements are fulfilled.

The case has drawn public attention as padel continues to grow rapidly in popularity across Bali, particularly in tourism-driven areas such as Canggu and Tibubeneng. The Badung DPRD stressed that all businesses, including sports and recreational facilities, must comply with zoning laws and licensing regulations to ensure orderly development and legal certainty.
